An L&D strategy for a company under 150 people
Between ten and a hundred and fifty employees, learning and development is usually a side task for an HR generalist, an operations lead, or a founder. The plan still has to exist, because parts of it are law.

Short answer
One page, four parts: the capabilities the business needs in twelve months, which of them are legally mandated, who delivers each, and the two operational numbers you will watch. In California the mandatory column starts at five employees, where harassment prevention training becomes law at one hour for employees and two for supervisors every two years. Year one should carry three things and no more: the mandated training delivered properly, a manager layer, and onboarding. Competency frameworks and learning platforms solve a coordination problem you do not have yet at this headcount.
What does a learning and development strategy have to contain at this size?
Four things, and it fits on one page. What the business needs people to be able to do in the next twelve months. Which of those capabilities are mandated rather than chosen. Who delivers each one. And how you will know whether any of it worked.
Everything else in a full enterprise learning strategy, the competency architecture, the skills taxonomy, the platform selection, is a solution to a coordination problem you do not have yet at this headcount. Adopting it early costs months and buys nothing.
Which parts are actually required?
In California, more than most founders expect, and the obligations arrive at specific headcount lines rather than gradually. At five employees, harassment prevention training becomes mandatory: one hour for every employee and two hours for supervisors, every two years and within six months of hire or promotion, under Government Code 12950.1.
That single line converts learning and development from a nice-to-have into a compliance function with a documentation requirement attached. Urban Human Resources keeps the full list of California obligations by headcount, which is the document to build the mandatory column of your plan from.
How do I find the skills gap without a survey platform?
Ask managers what their people cannot yet do that the next two quarters require, then ask the same question to the people themselves, then look at where the two lists disagree. The disagreement is the useful part.
The industry framing here is worth borrowing even at small scale. The World Economic Forum estimates that 39% of workers' existing skill sets will be transformed or outdated over 2025 to 2030, with 59 workers in every 100 needing training by 2030. At forty employees that is not an abstraction, it is roughly twenty-four people whose job content moves under them.
What should the first year actually include?
Three things and no more. The mandated training, delivered properly rather than clicked through. A manager layer, because managers are the multiplier and the most common single point of failure. And onboarding, because it is the only training every single person receives and the only one where the timing is fixed for you.
Gartner has placed leadership and manager development at the top of the HR priority list for three consecutive years, and at this headcount the case is even stronger than at enterprise scale, since a single unprepared manager touches a larger share of the company.
Who delivers it?
Some mix of internal, external and self-paced, decided per topic rather than per budget cycle. Internal delivery works when the knowledge is specific to your business and somebody credible holds it. External works when the topic carries legal exposure or when the person delivering it needs to be outside the reporting line.
Harassment prevention is the clearest case for the second category, because the reporting process is easier to explain honestly when the person explaining it does not sit in the chain of command. Urban Human Resources runs that session as part of a wider compliance engagement, and it is also available as a standalone live session here.
How do I prove it worked to a founder who thinks training is overhead?
Pick two numbers you already collect and watch them move. Not satisfaction scores, which rise whenever the catering is good. Something operational: time to productivity for new hires, escalation volume reaching HR, voluntary turnover in the first year.
The reporting format matters more than the sophistication of the measurement. How to measure whether training worked has a five line report that survives a budget conversation.
What should I not do at this size?
Do not buy a learning platform before you have content to put in it. Do not build a competency framework before you have managers who can hold a development conversation. Do not run an annual training week.
And do not treat the compliance obligations as the whole plan. They are the floor. A company that only trains where the statute forces it has a legal position and no capability, and the gap shows up first in the managers. A compliance check-up tells you where the floor is; the plan above it is yours to write.
Where these numbers come from
| World Economic Forum, Future of Jobs | Around 39% of existing skill sets transformed or outdated over 2025 to 2030, with 59 workers in every 100 needing training by 2030. |
| Gartner HR priorities survey, 2025 | Leadership and manager development named the top HR priority for the third consecutive year. |
| California Government Code 12950.1 | Employers with five or more employees must provide one hour of harassment prevention training to employees and two hours to supervisors every two years, and within six months of hire or promotion. |
