How long should a team meeting be?
Shorter than it is. Most weekly meetings hold real attention for about 30 minutes and fill whatever time remains with status nobody needed to hear out loud.
Move status to writing and keep the live time for the thing that needs three people in a room.
What if my team will not talk?
They talk when the cost of talking is low. Writing first, small groups, and asking a specific person a specific question beats asking the room for thoughts.
If a team is silent after bad news, name the bad news in one sentence. A room waiting for the unsaid thing cannot work.
