Why does professional development fail in schools?
It is scheduled at the worst hour, it is built by somebody outside the building, and it asks teachers to sit as students without acknowledging that they run rooms for a living.
The fix is structural: shorten it, make it about a task they own this month, and let the strongest facilitators on staff run it instead of importing a voice.
Can instructional coaches be trained to facilitate adults?
Yes, and it is a different skill than teaching students. Adults bring more status into the room, more resistance, and less tolerance for being handled.

What about required training for staff?
California schools carry the same harassment prevention duties as other employers with 5 or more employees, every two years, under Government Code 12950.1.
